I think it's when attempting to obtain happiness that man is happiest. It is stagnation that leads to feelings of inadequacy, boredom, and unhappiness. It's like how that old saying goes:
Complete and perfect happiness? No. We live in a sinful world, so no matter how great things may be going, there will always be something missing or not quite perfect. Plus as Christians, even if we have a good relationship with God and have peace in our lives, we can't be completely happy knowing about all of the people who have yet to hear of--or fully accept--Christ. We will always long for Christ's return, for the Holy Spirit's work on our loved ones, etc.
That doesn't mean we can't have peace and have some samples of perfect happiness while living on earth. All negative things aside, we always have hope which gives us plenty of things to be happy about: salvation, Jesus' returning, forgiveness, love, family, friendships, nature, and so on.
We were meant to live with our Creator in a perfect world and as long as we're not there, I don't think we can obtain complete happiness. Even the small taste of it that we may get here, doesn't compare to the perfect happiness we will have in Heaven. :)

I think that depends on what kind of happiness.
